National Title IV-E Roundtable | Bloomington, MN

The Center for Advanced Studies in Child Welfare will be hosting this year’s National Title IV-E Roundtable in Bloomington, MN. The National Title IV-E Roundtable is a rare opportunity for child welfare stakeholders to gather and share ideas for education, training, research, and collaboration. Staff and faculty from Title IV-E education and training programs as well as state, county, and tribal partners enjoy the roundtable format of this professional conference, which allows participants to explore programs, initiatives, and ideas in-depth and through deep and meaningful conversations. People who have attended the Roundtable in the past have commented that it is their favorite professional gathering because of the intimate and meaningful exchanges of information.

Transportation

There are 3 options for transportation to the Radisson Blu Mall of America:

Hotel Shuttle: Upon arrival at the Minneapolis airport, guests should contact the hotel concierge desk at 952-851-4035. Shuttle service departs the hotel every hour on the hour. Reservations are recommended for your departure back to the airport.
Light Rail: There is a light rail (train) that runs directly from the airport to the Mall of America, which is attached to the conference hotel. It is less than a 5-minute walk from the light rail stop to the hotel registration desk. The ride takes about 15 minutes and the cost is $1.75.

Susan Ault is currently a Senior Director in Strategic Consulting for Systems Improvement for Casey Family Programs. The focus of her work is in safely reducing the need for foster care. She has over 35 years of experience in child and family services, over 20 of which are in public child welfare. In 2013 The University of Minnesota Center for Advanced Studies in Child Welfare recognized Susan with the Child Welfare Leadership Award for her contribution to child welfare practice in Minnesota. In 2014 Susan was recognized for her work with the MCCC Champion for Children award.

Most recently before coming to Casey Family Programs Susan was the Director of the Children and Family Services for Ramsey County Community Human Services in St Paul, Minnesota. While at Ramsey County she led numerous change efforts that resulted in improvements in the delivery of services and outcomes for children and families. She also led Ramsey County’s innovative work to end racial disparity in the child welfare system.

Susan’s experience includes being one of the pioneers in the Family Service Collaborative movement and working on child welfare together with the Leech Lake Indian Reservation in a manner that has become a model for the state. She has worked in urban as well as rural settings, and for government as well as non-profits. Experienced in clinical practice and a seasoned administrator, Susan holds a B.A. in Sociology and Psychology and a M.S. Ed. in Child Psychology.

Yodit Betru is a clinical Assistant Professor and Agency Coordinator for the Child Welfare Education and Research Programs in the School of Social Work at the University of Pittsburgh. She holds a doctorate in clinical social work from the University of Pennsylvania. Her clinical experiences include working in schools, shelters, jails, public child-welfare, and therapeutic services in multiple settings. Dr. Betru’s professional interests include child welfare workforce development and retention, leadership development, services for transitionally homeless women, and traumatic stress.

Joan Levy Zlotnik, PhD, ACSW

Joan Levy Zlotnik, PhD, ACSW, currently serves as the director of the Social Work Policy Institute (SWPI), a think tank established in the NASW Foundation to create a forum to enhance social work’s voice in the public policy arena and to use research findings to inform policy and practice. The Institute examines current and future issues in healthcare and social service delivery and brings together researchers, practitioners, educators, and policy makers to develop agendas for action.

Dr. Zlotnik’s pioneering work has focused on forging academic/agency partnerships and on strengthening the bridges between research, practice, policy, and education. She is a recognized expert on workforce issues for the social work profession and author of numerous publications and monographs, including those that address evidence-based practice. Dr. Zlotnik previously served as Executive Director of the Institute for the Advancement of Social Work Research (IASWR) and also served as Director of special projects at the Council on Social Work Education (CSWE) after working at NASW from 1987 to 1994. She has served as a consultant to the U.S. Children’s Bureau and to the National Institutes of Health and has led several foundation-funded projects on interprofessional education and practice, university/agency research partnerships, aging, and preparing practitioners for family-focused service delivery.

Dr. Zlotnik is an NASW Social Work Pioneer® and a fellow of the Gerontological Society of America and was identified as one of the six most influential social workers in the US by the University of Maryland School of Social Work. She earned her MSSW from the University of Wisconsin – Madison, and her PhD from the University of Maryland. Dr. Zlotnik is a member of the Academy of Certified Social Workers.

Kristine Piescher

Kristine N. Piescher, PhD, holds a doctoral degree from the Department of Family Social Science at the University of Minnesota. Dr. Piescher serves as the Director for Research and Evaluation at the Center for Advanced Studies in Child Welfare (CASCW) where she manages a number of large-scale and locally-based research and evaluation projects. In this role she has worked to develop the CASCW IV-E evaluation—a longitudinal evaluation designed to assess the preparation of current and future social workers for work in public, tribal, and state child welfare.

In her role at CASCW, Dr. Piescher also leads the Minn-LInK project. Minn-LInK integrates over a decade of identified statewide administrative data from multiple State agencies to answer questions about the impacts of policies, programs, and practice on the well-being of children in Minnesota.

Don Schmid

Donald L. Schmid, MSW

For over 17 years, Don Schmid has been a nationally recognized expert in managing and funding child welfare systems, tribal and state partnerships and state and public college training partnerships with special emphasis on Title IV-E of the Social Security Act. Prior to that Don worked for the North Dakota Department of Human Services for over 36 years which included 12 years as the state Director of Children and Family Services. As a consultant, Don has worked with 23 states and many Indian tribes, colleges, private non-profits and foundations all over the country.

One of his specialties is to assist states in planning, funding and sustaining the training of public child welfare staff; foster and adoptive parents and relative guardians; court personnel, guardian ad litems and child welfare agencies that serve IV-E eligible children on title IV-E related topics. This has included a curriculum analysis as well as titles IV-E and IV-B training requirements.

In addition to his being a speaker at many conferences, Don has co-authored two extensive white papers dealing with funding: “Funding Permanency Services: A Guide to Leveraging Federal, State and Local Dollars” in 2010 and “Creative Strategies for Financing Post-Adoption Services” in 2003. Both are published by the Annie E. Casey Foundation/Casey Family Services. Don is past president of the National Association of Public Child Welfare Administrators and received its “Lifetime Achievement Award” in 1998. He received the HHS Assistant Secretaries “Public Recognition Award” in 1995.

Don holds a Master’s degree in social work from Columbia University in New York and a bachelor’s degree in social work from the University of North Dakota.

Theresa Tanoury, MSW

Theresa has 30 years of management and clinical experience in senior leadership positions for public and private agencies. Her expertise includes clinical-based case management, leadership development, partnering with various constituent groups, managing relationships and multiple projects to implement programs, developing and analyzing health and social service policy, building networks, leading change efforts, and financing child welfare services.

Before coming to the Alliance, Theresa was a senior director with Casey Family Programs and director for Alaska’s public child welfare system. In both of these positions, she developed and implemented numerous strategies to improve foster care for children and families involved in the public child welfare system. She managed, administered, and supervised a statewide child welfare agency that included child protection, foster care, residential group care, adoption, guardianship and community care licensing programs. Theresa also led workforce development efforts in Idaho and Alaska.

Liz Winter

Liz Winter, PhD, LSW, is the Academic Coordinator for the Child Welfare Education for Leadership (CWEL) program (the MSW portion of Pennsylvania’s IV-E educational partnership), where she works with twelve schools and colleges across Pennsylvania. She is a Clinical Assistant Professor in the University of Pittsburgh’s School of Social Work, where she currently teaches courses on child maltreatment and traumatic stress.

Dr. Winter earned her law degree from the University of Oxford. Following several years of commercial legal practice in England, she earned her doctoral and master’s degrees in Social Work at the University of Pittsburgh. Prior to joining the faculty in the Child Welfare Education and Research Programs at the University of Pittsburgh in 2006, she worked in the human services private provider community and she still maintains a small clinical practice.

Dr. Winter’s interests include child welfare education and workforce development, sexual minority youth in child welfare, and traumatic stress. Dr. Winter uses the Team-Based Learning (TBL) teaching and learning model in her teaching; she is a member, and Education Committee member of the Team-Based Learning Collaborative and a TBL Consultant. Dr. Winter recently joined the Allegheny County Child Fatality Review Team as Facilitator.

Consider coming early on Tuesday, June 2, to explore the beautiful Radisson Blu hotel and adjacent Mall of America, the largest shopping mall in the United States with 520 stores, over 50 restaurants, an aquarium, and a full amusement park—there is much to see and do!

Consider staying an extra day to explore the Social Welfare History Archives at the University of Minnesota. The Social Welfare History Archives is a unique resource for studying the history of social services in the United States at a national level. The collections are open to the public at the Elmer L. Andersen Library reading room at the University of Minnesota in Minneapolis. The collections are filled with child welfare material. Take a tour of the archives, which are located in two underground caverns.
