Parents with co-occurring substance use and mental health disorders are overrepresented in child welfare cases. An estimated 50% to 80% of all confirmed child neglect and maltreatment cases involve a parent struggling with substance use disorders (National Center on Addiction and Substance Abuse at Columbia University [NCASAC], 1999).
