The Increase in Out-of-Home Placements Due to Parent Chemical Abuse in Greater Minnesota, 2000-2002

In this report, out-of-home placements due to parent chemical abuse are examined for calendar years 2000-2002 for the state of Minnesota. For purposes of analysis in the report, the placement caseloads in Hennepin and Ramsey counties are compared with all other counties. Administrative data from the Minnesota Department of Human Services is used to examine out-of-home placement characteristics for all children in care during the three year period. While there is not a specific indicator of meth involvement in the administrative data, it does indicate if parent chemical abuse is a factor in the out-of- home removal decision.
